Because Nobody would have been naked without his costume.
And because he's not part of the Turtles, so what he wears is his choice.

For Mikey? It's not very ninja-esque when wearing Turtle Titan. Mikey tends to stand out, is more easily seen, likes to grandstand and get attention--and the situation with Nobody required stealth.

*also doubts Mikey as Turtle Titan will appear in the new movie, but admits it would be funny*

No, he's got that Cowabunga Carl persona for this movie, hence the whole thing with the kids beating up on him! That scene kinda sounds like what they did in Ghostbusters 2; Of course those kids just had ADD and wanted to see He-Man! Also, no sane person on Earth would attack someone wearing a proton accelorator! Maybe Mikey should have one for protection- LOL
