In this issue The Turtles meet Renet, a young lady who works for Lord Simultaneous. She "borrows" his sceptre that contains the "sacred sands of time."  And while trying to get away appears into the time where the Turtles are, falling right on them as they were playing around on the roof.  Though Lord Simultaneous finds her there, so she makes herself and the Turtles disappear from where they were, sending them back farther in the past.   Where they meet Cerebus (which is a copy righted character to Dave Sim).

Cerebus was getting ready to raid a castle, though the army from the castle attacks them before anything can be done and the leader of this army and ruler of the castle, Savanti Romero was able to steal the sceptre.   The Turtles mission is to get the Sceptre back so they can return to their own timeline, working with Renet and Cerebus.

This issue was adapted into the 4Kids series in episoides #69 Time Travails (Cerebus is NOT in the episoide). (This episoide does not have a topic yet, though this will be updated as soon as there is a topic for it.)
