They're only allowing a certain number of people this year, so if that number fills up with people who pre reg they won't be selling the tickets at the door. If it doesn't fill up, than they will. I highly recommend doing the pre reg just in case.
Is Raka going this year too?

I guess Katsucon changed their rules about registration. I mean it sounds the same as Otakon. Otakon had ppl do pre-registration and online. o_o I dunno if Trevor knows that. I'll send an email to him.
