Some info from A_Spidey_Fan about Playmates Toys' items being released in Canada:

"I wanted to forward this e-mail to you from Spin Master Toys, who are the Canadian distributor of Playmates' Ninja Turtles toys since 2003/2004. During the Easter weekend, I sent them an e-mail because I was concerned about the fact that there were no 25th Anniversary TMNT toys in Canadian retail, and I was seeing many TMNT toys put on clearance in various Canadian retail stores. Add in the fact that their web site didn't have too much TMNT content on it. So I sent them an e-mail, asking if they were still the Canadian distributor and if they were going to release new product and 25th Anniversary toys. They responded a couple of days later, which is the message I'm sending to you:

'Spin Master is still the Canadian distributor and will
continue to sell TMNT products in 2009 through Wal-Mart and
Zellers. New products are just rolling into stores now.
25th Anniversary products are available exclusively at
Zellers'"

Walmart has dropped TMNT in the US as well.  It's Target and Toys R Us that is carrying these toys.

Wal-mart is stupid!  Why would they stop carrying them?!?!  Any specific reasons as to why Wal-Mart doesn't want to carry TMNT stuff anymore?

Yeah, the sales are down...  this is why when I can, I buy the toys.. even if I don't care too much for the design.  This is what happens when the sales are down.
